The Army Family Action Plan (AFAP) is a grassroots, Army-wide initiative which provides a way for the Soldiers, Family members, retirees and civilian employees to let the Army leadership know what works and what doesn’t – and what they think will fix it.  Since 1984, AFAP has been the driven force behind hundreds of legislative, regulatory and policy changes and program and service improvements all gear toward improving the quality of Army life.

The backbone of this process is at the installation level, where delegates, representing a cross-section of America's Army Family, develop and prioritize issues. These issues result in increased operational efficiency, improved customer service and stronger local programs.

The annual Department of the Army, Army Family Action Plan, and Planning Conference allow leadership to underscore its commitment to maintaining the highest possible quality of life for America's Army Family.

Through AFAP, you have the opportunity to improve life throughout the Army, as well as your standard of living in the Heidelberg community. year round and will be reviewed quarterly.
Issue guidelines:
1. AFAP issues should contain three items: A title (what the issue is about), a scope (what is the problem) and your recommendation(s) (how the problem can be fixed).

2. Please make sure your issue is clearly defined.

3. Ensure that your issue has a broad impact, not just concerning yourself or a small group of individuals.

4. Be realistic. Don't ask for things you know the Army is not going to be able to provide.

5. Your scope should only go over a single issue, not several. If you have more than one issue, please complete an issue form for each individual issue
