The Army Family Action Plan (AFAP)directs actions to improve family programs, benefits and entitlements for America's Army Family - active duty, United States Army National Guard, United States Army Reserve retirees, Department of the Army (DA) civilians and Family members. Army leadership recognizes that to retain quality Soldiers and their Families, the Army must maintain high quality-of-life standards, and must communicate that commitment to America's Army Family. The Chief of Staff implemented this program in 1983 as an Army program that would identify and resolve Soldier and Family issues impacting the overall readiness of the Army. This resulted in legislative changes, policy changes, regulatory changes, and improvements to programs and services. AFAP is a process that promotes positive change. Through this process, members of America's Army Family can express their quality of life concerns directly to the senior leadership to bring about effective change. The backbone of this process is at the installation level, where delegates, representing a cross-section of America's Army Family, develop and prioritize issues. These issues result in increased operational efficiency, improved customer service and stronger local programs. This program is a sensing tool for Army leadership and a primary means of communicating with America's Army Family. Because this is a grassroots process, senior leadership uses it to help identify the policy and resource changes that will support the force as the Army restructures. The annual Department of the Army, Army Family Action Plan, and Planning Conferencse allow leadership to underscore its commitment to maintaining the highest possible quality of life for America's Army Family.
